Tender: Consultant to Lead the Development of Theory of Change for GCE

IDEA is seeking for a consultant to lead the drafting and development of a Theory of Change (ToC) for GCE in Ireland in consultation with IDEA members. This will include various tasks between June and December as described in the Terms of Reference and Timeframe.


A Theory of Change is an important step in identifying the cumulative impact of GCE in Ireland. This builds on work already carried out on impact measurement of DE/GCE in Ireland by IDEA. Please submit your CV highlighting relevant experience, referees for similar work, and a brief proposed plan/methodology. This proposal should include a proposed no. of days and staff involved (if relevant) and fee to anya@ideaonline.ie
