IDEA is seeking an external evaluator for its three-year Capacity Development Programme. The evaluation will measure the overall impact of the Capacity Development Programme and the extent to which expected outcomes have been met. The evaluation also will identify the lessons learned from the programme and make recommendations for future work on capacity building in the sector.  This role is to be carried out on a consultancy basis over 15 months, from November 2014 until January 2016.
